Democratic Oversight & Statutory Integrity
The ASSOCIATION POUR LA RESTAURATION ET L'ANIMATION CULTURELLE DE L'ABBAYE operates as a collegiate body under the oversight of its members and public authorities. Established under French statutory law of 1901, RNA registration number W284000839, SIREN 494079718, our governance mechanisms guarantee that every decision prioritizes historical integrity and public interest.
General Assembly
The sovereign governing entity of our organization is the Annual General Assembly (Assemblée Générale), gathering all active registered members, honorary patrons, and community delegates. Every registered member possesses one vote regardless of financial contribution.
The assembly reviews the president's moral report, validates the treasurer's detailed financial ledgers, discusses upcoming restoration programs, and elects the Board of Directors through secret democratic ballot. Extraordinary sessions may be convened upon written petition of one-third of the membership.
Board of Directors
Composed of twelve dedicated individuals elected for staggered three-year mandates, the Board of Directors (Conseil d'Administration) convenes quarterly to supervise operational planning, review conservation budgets, and approve institutional partnerships.
The board includes heritage architects, local educators, archival researchers, and community organizers who bring diverse expertise to monument conservation, volunteer security, and educational curricula design without external political or commercial interference.
Executive Bureau
Elected from within the Board of Directors, the Executive Bureau (Bureau Exécutif) manages day-to-day administrative coordination, official correspondence with state heritage authorities, financial transactions, and volunteer liaison services.
The Bureau comprises the President, Vice-President, General Secretary, and Treasurer. Each executive officer is bound by strict ethical disclosure rules and signs an annual anti-conflict of interest pledge reviewed by the supervisory committee.

Statutory Anti-Conflict of Interest & Disinterested Management Charter
The ASSOCIATION POUR LA RESTAURATION ET L'ANIMATION CULTURELLE DE L'ABBAYE adheres rigorously to the principle of "gestion désintéressée" (disinterested management) as defined under Article 261-7-1 of the French General Tax Code. This statutory classification guarantees that our organization is administered strictly on an honorary, unpaid basis by officers who derive no direct or indirect financial profit from its operations.
Our ethical charter enforces strict behavioral mandates for all board members and operational coordinators:
- Prohibition of Private Financial Advantage: No board member, executive officer, or volunteer may receive remuneration, commissions, preferential discounts, or financial benefits of any nature.
- Mandatory Recusal on Procurement Contracts: Whenever competitive bids for restoration materials, roofing supplies, or specialist engineering services are considered, any board member with personal, professional, or familial ties to a bidding vendor must declare the conflict immediately and recuse themselves from all deliberations and voting.
- Non-Commercial Property Usage: The premises of the Abbey and the Presbytery under the association's management may never be utilized for commercial advertising, private profit-making corporate ventures, or exclusive commercial hospitality.
- Public Document Accessibility: All meeting minutes, General Assembly resolutions, financial statements, and administrative correspondences are public records deposited at the Presbytery and made available for consultation upon simple civic request.
The statutory oversight of our operations is conducted on three distinct levels. Internally, an independent two-member Financial Verification Committee, elected from outside the Board of Directors, audits all ledger entries, petty cash logs, and bank statements prior to the General Assembly. Regionally, the Direction Régionale des Affaires Culturelles (DRAC) inspects restoration sites to certify compliance with Monument Historique standards before grant funds are liquidated. Nationally, annual activity declarations are registered with the Prefecture of Eure-et-Loir in Chartres, maintaining transparent legal compliance with national registries.
Through these uncompromising governance standards, our association upholds the public trust, ensuring that the legacy of Saint Bernard of Thiron is honored with honesty, humility, and steadfast dedication to our collective future.
The Scientific & Archaeological Advisory Council
To guarantee that every restoration initiative adheres to the highest standards of historical authenticity and structural preservation, the Board of Directors relies on the consultative guidance of the Scientific & Archaeological Advisory Council (Conseil Scientifique et Archéologique). This specialized advisory body meets semi-annually and operates under a consultative charter that evaluates proposed conservation techniques prior to their physical implementation on the monument.
The council comprises honorary members drawn from regional academic faculties, the Centre d'Études Supérieures de la Renaissance, regional curators of Antiquities and Objects of Art (CAOA), and retired state preservation architects. The council conducts photogrammetric assessments, analyzes historic cartographic surveys, and reviews chemical mortar assays to ensure that all stone replacements match the original geological quarries of the Perche plateau.
Furthermore, our governance model incorporates an Inter-Institutional Liaison Committee that bridges our civic association with local public authorities. This committee convenes representatives from the Municipal Council of Thiron-Gardais, the Communauté de Communes du Perche, the Conseil Départemental d'Eure-et-Loir, and the Parc Naturel Régional du Perche. Through this structured dialogue, public funds, local infrastructural improvements, traffic management during open cultural events, and rural school transportation are planned cohesively with shared civic goals.
All deliberations of the Scientific Council are published in our open annual archival gazette, available for public review in the Presbytery library and through our public resources repository. By subjecting every preservation decision to peer review and institutional transparency, we ensure that the Abbey of Thiron-Gardais remains protected by the best collaborative minds in French heritage conservation.
